Gustave BIAKA, President

Mr. Gustave BIAKA currently serves as a Special Education Specialist at Dora Kennedy French Immersion Middle School in Maryland, USA. His career in education spans since 1983. Initially, he worked as a middle school mathematics teacher in the Department of Mathematics of the Secretary of Education in Cote d’Ivoire for 12 years. Subsequently, he served as a mathematics pedagogical coach for 5 years before relocating to the United States of America.

n August 2006, Mr. BIAKA joined Prince George’s County Public Schools in Maryland, USA, as a middle school mathematics teacher. Over the period from 2006 to 2009, he obtained several mathematics certifications ranging from 4th grade to 12th grade. Following his certification in Special Education, he was subsequently promoted to the position of School Special Education (SPED) Middle Chair.

Mr. Gustave BIAKA is a certified Assistant Principal with the Maryland Board of Education. He holds a Master of Education degree with a concentration in Instruction Technology from Loyola University Maryland, as well as a Master’s Degree in Economics. With a background in education consulting, Mr. BIAKA previously served as an Assistant Principal for Baltimore City Public School.

Siriki DIABATE, VP Education Program

Siriki Diabate has held positions in various educational institutes, including Assistant Counselor of International Students and Services at Community College of Baltimore County (CCBC) in Baltimore County, MD, Specialist in international Student Admissions at Pellissippi State Community College (PSTCC) in Knoxville, Tennessee,  International Admission Officer/Recruiter at Shepherd University, and Director of the Office of International Students & Services at Bowie State University in Maryland, U.S.A.

As a member of the Shepherd University community, Siriki Diabate actively serves as a leader and representative, advocating for diversity and teaching tolerance. During his time as a student at Shepherd University, he contributed to various campus roles, including serving as a former member of the Student Conduct Board, and the Student Life Council, and holding the position of former President of the Shepherd University International Student Union.

In 2013, he was selected to represent Shepherd University at the West Virgin Legislature Frassure-Singleton Internship program which allowed him to observe the state legislative process in person and work very closely with elected officials.

Dr. Niangoran KOISSI, General Secretay

Dr. Niangoran Koissi is a Bioorganic Chemist affiliated with Morgan State University. He holds an MSc and PhD in Bioorganic Chemistry, which he earned from the University of Turku in Finland. Dr. Koissi further pursued his research in the USA during his postdoctoral studies at UMBC (the University of Maryland Baltimore County). His postdoctoral work focused on toxicology related to environmental contaminants analysis, as well as Oligonucleotides, DNA modification, and synthesis.

After a period of working in research, Dr. Niangoran Koissi chose to transition to a teaching career in academia. He has held adjunct positions at several prominent higher education institutions, including McDaniel College, Baltimore City Community College, Coppin State University, Notre Dame of Maryland University, Community College of Baltimore County, and Bowie State University in Maryland. In these roles, he has taught a range of subjects, including general and organic chemistry, biology, biochemistry, and biotechnology.

Since 2014, Dr. Niangoran Koissi has been a full-time faculty member at Morgan State University. Demonstrating a commitment to continuous improvement in both his own abilities and the success of his students, he has actively participated in the prestigious SRI (Summer Research Institute) as part of the ASCEND program at the Morgan campus. Additionally, Dr. Koissi has served as a scientific teaching mentor, providing training to faculties at the Mobile Summer Institute. He has played a role in designing curriculum, developing assessments, and implementing them in classes at various academic levels.

Dr. Koissi is active in education research with MD-CRUSE (Maryland Collaborative for Research in Urban STEMEducation) since 2020- ongoing, Project EDDIE (Environmental Data-Driven Inquiry and Exploration) with Carleton College, Northfield, MN for Module development (10/28-30/2019), and Leader development (9/25-27/2022), 

ETA STEM (Experiment-centric Teaching Approach to Increase Student Achievement in Multiple STEM Disciplines) since 2019, Discussion Project (W/ University Wisconsin-Madison) since 2022, and Teaching and Learning Studio 1.0 (06/27 -07/01/2022) & 2.0 (Ongoing) (w/ Institute of Design at Stanford University).

Widissou Appolinaire GBAKA, Deputy Secretary

Appolinaire W GBAKE is Civil Administrative Diplomate. He first served at the Ministry of Foreign Affairs in Cote d’Ivoire before serving his country in several international ambassies including, Angola, and the United States of America.

He was distinguished for his services in these embassies, and specifically his dedication and professionalism at Cote d’Ivoire Consular Service the United States of America.
